Dick Courcelle

Dick Courcelle

Chief Executive Officer

Dick Courcelle has over 30 years of leadership experience. Dick has been with CCN for more than 15 years and was named its CEO in 2015. His career as a leader has encompassed social and health care services, marketing and communications, economic development and financial management.

Dick believes Community Care Network "provides an array of essential community-based services, with a talented and committed workforce that puts the individual served at the center of all that we do.”

Stephen Conti

Stephen Conti

Chief Financial Officer

Stephen Conti brings nearly 15 years of experience to his role as Chief Financial Officer with Community Care Network. Prior to joining CCN, Stephen held various roles with Gifford Health Care Inc., including Director of Finance, Controller, Lead Accountant and Staff Accountant. 

Stephen, who is focused on building robust financial frameworks to support the mission of CCN and drive the agency’s organizational success into the future, believes “the financial landscape of health care is constantly evolving, demanding continuous learning and adaptation to ensure long-term sustainability, and I look forward to helping CCN - alongside my colleagues, meet these challenges moving forward.”


Laura Kass

Laura Kass, LICSW

Chief Client Services Officer

Laura Kass has 24 years of experience in her field. Laura joined the Agency in 2015. Prior to coming to our Agency, Laura served as the Director of Behavioral Health for Mercy Hospital in Portland, Maine, where she provided leadership and clinical supervision for the 75-member Behavioral Health team.

A Licensed Clinical Social Worker, Laura believes "in the unlimited capacity of our clients’ to experience personal growth and change.” Laura feels that her role at our Agency is to “support staff and remove obstacles where ever possible."

Lorraine Jenne

Lorraine Jenne

Chief Human Resources Officer

Lorraine Jenne has over 30 years of experience in human resources and operations with 16 of those years spent in human services. Lorraine joined the Agency in 2015. Prior to coming to our Agency, Lorraine worked for Howard Center in Burlington, Vermont for 14 years as Director of Operations.

Lorraine believes her greatest contribution is in “providing a structure and platform that allows staff to feel nurtured and supported. We simply cannot do what we do without caring and committed staff, and I want to make our organization a place where they can make their home.”

Judith Tietz

Judith Tietz, M.D.

Medical Director

Judy Tietz, M.D. has been with our Agency since 2007. She has tremendous breadth of experience in health strategies for individuals with persistent mental and behavioral health needs and for those with developmental disabilities.

Judy believes in the resilience of those we serve and helping them find their innate ability to live empowered and healthy lives.

Cindy Taylor-Patch

Cindy Taylor-Patch

Chief Quality Officer

Cindy Taylor-Patch brings over 20 years of diverse career and leadership experience to her role as Chief Quality Officer with Community Care Network. Cindy joined the Agency in 2022 as its Director of Substance Use Treatment Services and most recently served as Certified Community Behavioral Health Project Director.

Prior to arriving at CCN, Cindy worked for the Vermont Police Academy for 20 years, where she spent her final 12 years as the Director of Training and Curriculum Development. Additionally, Cindy has served the community in several key roles:

  • Founding Member and Chair of the Vermont Mental Health Crisis Response Commission
  • Walk-In Clinician and Therapeutic Case Manager with Rutland Mental Health Services
  • Crisis Clinician & Utilization Analyst on Rutland Regional Medical Center's Psychiatric Services Unit
  • Emergency Team Clinician with Counseling Services of Addison County
